Banda Aceh – Rahmatun Phounna ( Presiden Mahasiswa Universitas Abulyatama Aceh) meminta kepala lapas bertanggungjawab atas kaburnya 73 narapidana Rumah Tahanan Negara (Rutan) Cabang Lhoksukon, Aceh Utara.
Aktivis Perempuan ini menilai bahwa kabur nya narapidana tersebut merupakan akibat kelalaian para petugas keamanan yang berada di lapas tersebut.
Kejadian yang berlansung pada Minggu (16/6/2019) sekitar pukul 15.45 WIB dengan di bobolnya pintu utama rutan loksukon, Dari 73 narapidana yang kabur dari rutan di wilayah Kampung Baru itu, aparat gabungan kepolisian dan TNI berhasil menangkap kembali 25 orang. Sedangkan 48 orang lagi masih dalam buronan aparat kepolisian.
Aktivis perempuan ini meminta kepada Agus Toyib, Bc.IP., S.H., M.H Kepala Kantor Wilayah Kementerian Hukum dan HAM (Kanwil Kemenkumham) Aceh, untuk mengevaluasi kinerja seluruh kepala lapas aceh dan mencopot yusnal sebagai kepala lapas rutan loksukon aceh utara. Alasannya, yusnal tidak mampu mengendalikan keamanan dan ketertiban terhadap narapidana tersebut.
Rutan Lhoksukon memiliki kapasitas maksimal 70 narapidana, tapi saat ini sudah melebihi kapasitas karena memuat 499 narapidana. Adapun 70 persen narapidana yang mendekam di sana terjerat kasus narkoba.
“Jelas over kapasitas. Di sana hanya 70 orang yang diisi 499 orang. Bayangkan saja untuk 70 orang. Seharusnya petugas rutan dengan over kapasitas harus meningkatkan kewaspadaan, sehingga setiap kegiatan warga binaan bisa terpantau dengan baik.
Presiden Mahasiswa Abulyatama Aceh ini juga meminta kepada Kepala Kepolisian Resort Aceh Utara, AKBP Ian Rizkian Milyardin, untuk bergerak cepat dan mengejar narapidana yang masih kabur untuk dikembalikan ke rutan. Tutup Rahmatun
